Kalam easily won the election and was sworn in as India’s 11th president, a largely ceremonial post, in July 2002. Kalam was nominated by the Hindu nationalist (Hindutva) NDA even though he was Muslim, and his stature and popular appeal were such that even the main opposition party, the Indian National Congress, also proposed his candidacy. In 2002 India’s ruling National Democratic Alliance (NDA) put forward Kalam to succeed outgoing President Kocheril Raman Narayanan. The plan called for, among other measures, increasing agricultural productivity, emphasizing technology as a vehicle for economic growth, and widening access to health care and education. In 1998 Kalam put forward a countrywide plan called Technology Vision 2020, which he described as a road map for transforming India from a less-developed to a developed society in 20 years.
